Any tips or advice on how to proceed with fixing this issue would be much appreciated. If you need any more information, I’ll see what I can scrounge up.

The CPU is saving you money by lowering the CPU frequency when there is nothing to do. And, just in case, try to disconnect keyboard and mouse to check are they causing problems. I have even unplugged all power from the motherboard including the CMOS battery and the 24 pin connector and it is still getting power somehow. I think I may have determined that something hardware related or even worse is wrong with the system.
